This Request for Proposal (RFP) is an invitation by the City of Thorold (City) to qualified professional consulting firms (Proponents) to submit a proposal (proposal) for services related to a review and update to the Port Robinson Subwatershed Study (SWS) to support future planning within the Port Robinson West Secondary Plan (PRWSP) area and additional urban lands (Deliverables). Further details regarding the scope of work and Study Area are provided in Appendix B – RFP Particulars. The assignment will establish an integrated environmental, stormwater management (SWM), and planning framework for the Port Robinson West Phase II Study Area (PRWP2) and associated urban areas. The Study will review and update existing environmental and hydrological information, identify appropriate SWM approaches, and integrate those findings into an updated Secondary Plan framework that supports long-term development while ensuring protection of natural heritage systems and water resources. The updated framework will provide the technical basis for recommended updates to the PRWSP and will guide the long-term environmental servicing strategy for the Study Area. The work will primarily involve desktop analysis supported by targeted field verification where possible and appropriate and will build upon the substantial technical work previously completed for the area, including the 1999 SWS and subsequent environmental mapping and planning studies. The findings of this Study will inform future planning and infrastructure decisions within the PRWP2 and will provide the basis for the preparation of a Master Environmental Servicing Plan (MESP) that establishes the preferred environmental servicing strategy for the Study Area. The update to the SWS, together with a comprehensive review of the PRWSP policies and mapping, will inform land use planning and policy development as the City prepares to accommodate projected residential and employment growth, as well as anticipated housing needs. The Study is intended to produce an implementable planning and environmental servicing framework that will support future Neighbourhood Plans, infrastructure planning, and development applications within the Port Robinson West Phase II (PRWP2) lands. The City anticipates that Proponents will assemble a multi-disciplinary team including expertise in watershed planning, stormwater engineering, natural heritage systems, land use planning, servicing, and transportation planning. |
