This Request for Tender (the “RFT”) is an invitation by The City of Thorold to prospective bidders to submit bids for 2026-RFT-COT-15 City of Thorold Guide Rail Replacement and Repair, as further described herein.

The City of Thorold will only consider bids received from bidders who have registered with Bids and Tenders and have obtained the RFT directly from The City of Thorold public purchasing portal at https://thorold.bidsandtenders.ca (the “Bidding System”).

This Contract includes the repair, replacement, and upgrading of steel beam guide rail systems (SBGR), including end treatments and structure connections, at various locations throughout the City of Thorold.

Initial locations for 2026 include (refer to Appendix 1 and Appendix 2 for full details and mapping):

• Decew Road – Replace approximately 50m of SBGR and 1 SBEAT 
• Beaverdams Road – Replace approximately 93m of cable barrier with SBGR and 2 SBEATs 
• River Street – Replace approximately 70m SBGR and 1 structure connection 
• Cataract Road – Replace existing fish tails with 3 SBEAT systems  (provisional) 

All work shall be completed in accordance with current Ontario Provincial Standards (OPSS/OPSD) and the MTO Roadside Design Manual.

Additional locations may be added as Provisional Items and/or under Service Rate provisions.
