This Request for Proposal (the “RFP”) is an invitation by The City of Thorold’s to prospective proponents to submit proposals for Decew Road Detailed Design Project, as further described in Section A of the RFP Particulars (Appendix B) (the “Deliverables”). The city is inviting proposals from qualified engineering consultants (Consultant) to submit proposal for the Decew Road Detailed Design Project. Decew Road is a city-owned road that is in the jurisdiction of the City of Thorold. The project location is Decew Road between Richmond Street and Beaverdams Road. This section of Decew Road is approximately 900m in length and comprises side streets and entrances on both sides. The section also delineates the southern limit of the City’s urban boundary, with a combination of established residential homes and ongoing planned developments to the north, and open park space associated with the Mel Swart Lake Gibson Conservation Park to the south. This portion of Decew Road is classified as an Urban Arterial Road with recommendations for road urbanization and the addition of a multi-use trail as per the City of Thorold Transportation Master Plan (June 2020). Work will also include liaison/engagement with the three (3) Indigenous First Nations Group to address their concerns/requirements during the detailed design/construction phase, the preparation of tender documents, submission of the tender package to the City (i.e., Tender Document, Cost Estimate, Final Detailed Design Drawing, etc.), and assistance to the City throughout the tendering process, as well as contract administration and inspection services during the Decew Road Reconstruction Phase. The detailed design should consider alignment of the Decew Wood Court Entrance Driveway to the New Parking Lot on the south side of the road. The consultant should also assess the option (s) of designing the parking lot to utilize a permeable feature to improve drainage. The scope shall also include but not limited to the completion and fulfilling of requirements for this project and as described in Deliverables (“the Deliverables”) and Overall Project Scope. |
