The successful Proponent shall undertake a comprehensive assessment of the City of Thorold's urban forest and develop a 25-year Urban Forestry Strategy and recommendations for a Tree Saving Plan and supporting by-law for City-owned lands. The assignment will include a review of existing policies and background studies; review and, where authorized by the City, acquisition and analysis of aerial imagery or LiDAR data; development of a comprehensive tree inventory; natural asset valuation; GIS-based mapping and spatial analysis; public, stakeholder and Indigenous engagement; implementation planning; and recommendations to support a Tree Saving Plan and implementing by-law. The completed Strategy shall provide a long-term framework for preserving, enhancing and expanding the City's urban tree canopy while supporting climate resilience, biodiversity, asset management, sustainable growth and future municipal policy development. The work shall culminate in a comprehensive final Urban Forestry Strategy, GIS-compatible mapping products, an implementation roadmap, recommendations for a Tree Saving Plan and supporting by-law, a Council presentation, and all other supporting Deliverables identified in the RFP. |
