This Request for Proposal (the “RFP”) is an invitation by the City of Thorold’s to prospective proponents to submit proposals for 2025-RFP-COT-10 – Diversity, Equity, and Inclusion (DEI) Current State Assessment and Action Plan for City of Thorold , and City of St. Catharines, as further described in Section A of the RFP Particulars (Appendix B) (the “Deliverables”). 

The City of Thorold seek proposals from qualified, forward-thinking Diversity, Equity, and Inclusion (DEI) consulting firms or individual consultants to conduct DEI current state assessments and develop comprehensive DEI action plans that foster cultures of DEI that are accountable, sustainable, and scalable for the two municipalities of, St. Catharines, and Thorold.
