This Request for Proposal (the “RFP”) is an invitation by The City of Thorold (City) to prospective proponents to submit proposals for the City of Thorold Parks, Trails, Recreation and Culture Master Plan, as further described in Section A of the RFP Particulars (Appendix B) (the “Deliverables”).

The City is seeking a qualified consulting team to develop a comprehensive Parks, Trails, Recreation, and Culture Master Plan that will build upon the City’s 2020 Parks, Trails, and Recreation Master Plan and provide a long-range strategic framework to guide future investment, service delivery, operations, and decision-making. The assignment will include background research and demographic analysis; an inventory and assessment of existing parks, trails, recreation and cultural facilities, services, and programs; community and stakeholder consultation; levels of service and needs assessments; GIS inventory and mapping; identification of service gaps, growth-related needs, and future opportunities; and recommendations respecting infrastructure, programming, operations, staffing, partnerships, accessibility, sustainability, and asset management. The Master Plan will include prioritized short-, medium-, and long-term implementation strategies, capital and operating cost projections, a 10-year financial forecast, and a final Parks, Trails, Recreation, and Culture Master Plan to guide the City in responding to forecast growth and evolving community needs.
